Magician PC Sorcar (Sr.)'s best known trick was producing an inexhaustible
stream of water from a small (apparently) "lota" given to everyone (from
India) who lined up before him. The PIOs of the Union have learned this trick
very well when it comes to dispensing information under RTI.
Mr X filed a complaint to CIC on the following lines.
1) On ___/2008 I filed a RTI request to Ministry of Water seeking to be provided
the information pertaining to the calculations and other scientific basis for per
capita water allocation for residents of NCT of Delhi. I requested the information in
larger public interest since it concerns the health of citizens in Delhi.
2) The request was transferred u/s 6(3) to the Health Ministry after 5 days under
intimation to me.
3) The Health Ministry transferred it to the MCD after 7 days under intimation to me.
4) The MCD transferred it to the Delhi Jal Board after 12 days under intimation to me
5) The Delhi Jal Board transferred it to the Planning Commission after 3 days under
intimation to me.
6) The Planning Commission transferred it to the Delhi Development Authority ("DDA")
within 11 days under intimation to me.
7) It has been about 1 year now, and every week I receive at least 40 intimations
from the 120 PIOs of DDA transferring my RTI request to each other u/s 6(3) of
RTI Act. I have received over 2,000 of these internal transfers, each of which was
sent by Speedpost on which at least Rs.30,000 must have been spent by now.
Mr X wants to know what he should do next.
