[HumJanenge] Can there be a worser depiction of our PM?

Friends,

Please see the link to a cartoon in leading Tamil Newspaper Dinamani: http://epaper.dinamani.com/newsview.aspx?parentid=25891&boxid=21441781&archive=false. The man in black suit holding the chain is MNC and the chain is 'FDI in Retail'. I do not have to tell you who is on the other end of the chain.

Is there any place for us to hide?

Dear friends,

Do not GET CONFUSED at what happenewd earlier.
Scene has changed because of TERROR which brought all countries together and UNO passed resolution against money laundering.

Much could not be done easrlier. But now there is NO EXCUSE when NIGERIA, PANAMA, Phillipines and Israel could get their MONEY BACK.

If a citizen is dissatisfied with the State, he can do the following

1) do nothing
2) swallow his anger
3) pick up his pen and dash off a missive
4) pick up his chappal and slap the offender
5) pick up his bow and arrow and shoot the offender

6) pick up his knife and stab the offender
7) pick up a gun and shoot the offender
8) pick up his bomb and blow the offender to kingdom come

Oh and I forgot,
9) courtesy Aruna Roy and Arvind Kejriwal they can waste Rs.10 by filing an RTI

10) Courtesy Anna Hazare and Arvind Kejriwal they can complain to the Lokpal.

The only options which are not a complete waste of time are 1), 2), 5), 6), 7) and 8)

Rahul Gandhi has been instigating people to show their anger towards mismanagement and corruption in UP ever since he embarked on his election campaign from Phulpur a few days ago. The question is how can a common man show his anger in this context.

On the same day, when Rahul was going to address the rally, some students tried to approach him and hand him a memorandum. They were not only stopped from doing so but even kicked and manhandled by not one but by four responsible central ministers for this act, although heavy security guard provided to protect Rahul was there to protect him. Thus the common man is not allowed to come anywhere near their leaders to express their grievance (let aside anger). The said four ministers are sitting safe in Parliament and the court has exempted them from arrest. Not a word was discussed in Parliament on this.

Only yesterday, a common man slapped Sharad Pawar to show his anger against rising prices. He was not only arrested but charged with a no. of offences and put in jail for fourteen days. The parliament spent a full session today (25/11/2011) deprecating his act and did not carry out any other business.

In the past when Kiran Bedi etc said some words affecting respectability of parliamentary members, some members decided to move a privilage motion against her.
Also in the past, when some common man threw a chappel towards an elected representative, he was badly handled.
In none of the above cases was it known that they wanted to physically assault the said elected representatives. They were only showing their anger against them.
In yet olden times, people used to show their anger by throwing rotten tomatoes. This is now not possible because of the strict security search carried out before any common man goes to attend any elected representatives rally.

I invite suggestions from members as to what is the best way of showing anger against elected representatives by a common man. I fact, I would like Rahul Gandhi to clarify the people he addresses in this matter.

Times are achanging.
Not a child's play to get into power politics, currently monopolised by money and muscle powers.Mind power is slowly but surely seeping into the dirty political game.Jaiprakash Narsin(Loksatta) could barely manage to acquire one seat for himself, after considerable struggle, his brilliance and exceptional credentials(ex-IAS) notwithstanding.Initiative by a party of IITians(in a  very small measure supported by me) couldn't even make significant headway, again pretentions of support from diverse quarters notwithstanding.
Didn't Mr Hazare say that he might possibly lose his deposit if he were to contest an election?
Unity of good persons itself is a difficult process;its long term sustenance even bigger challenge.
The glimmer of hope comes from the gen X and the electronic media and social networking sites etc.
Lets see how do things,in reality play out in future!

Despite several drawbacks and problems in operational procedures, Right to Information (RTI) Act has been the savior for thousands of people.

People, especially in most backward and tribal dominated areas of the State, are increasingly using the legal weapon to get benefits from the development projects. Apart from initial hiccups, RTI has become a blessing in disguise for them, thanks to the efforts of volunteers and RTI activists, who have made it possible.

Thuamul Rampur block is surrounded by inaccessible terrain and forest and is mostly inhibited by Kondh tribes. Most of the tribals do not have lands and depend on shifting cultivation and forest produce for subsistence. The area is dreaded for malaria and basic health and education services are lacking.

Fifty eight per cent of the population of Thuamul Rampur block are tribals, 67 per cent are landless and 89 per cent belong to below poverty line (BPL), 63 per cent face food stress for a period of six to seven months a year and 77 per cent of the children (0-5 year's age group) are malnourished, according to a survey done by Antodaya. Most of the villages lack drinking water facilities besides other basic amenities.

One third of States' population depends on Minor Forest Produces (MFP) which provides food security to forest dwellers for 4 to 6 months in a year. They also account for 20 to 50 per cent of their annual income. 29, 302 out of 46,989 villages in Odisha have forest as land use. The State has 1,779,953 hectares (31 per cent) of forest area with a forest dependent population of 15,934,768.

Kalahandi district is a tribal dominated area where the majority of the population is below the poverty line. Kalahandi is regarded as one of the most vulnerable districts in India for food insecurity, starvation deaths, drought etc.  The drought prone district has two distinct features. The plain areas, which although are very fertile, are prone to regular drought due to erratic monsoon coupled with long dry spells. The hilly areas mostly inhibited by Kondh tribals with marginal or no land holdings are exposed to regular shortages of food.

Towards new dawn

Duku Majhi is a proud person today. He had never imagined seeing blooming and sparkling lights inside and outside his home. After a long persuasion

and battle, a solar panel has been installed in his house in Bejiguda hamlet under Karlapat gram panchayat in Thuamul Rampur block in Kalahandi.

For the 45-year-old Duku, it was a long overdue. The tribal head, who manages his four-member family, including two children, by collecting minor forest produces and with occasional farming in his two acres of forest land, has a lot of hope now.

"I am happy to see that my son Jogeswar, who has just entered Class 10th, will be able to read in the night and will secure more marks in exam. I am also confident that my daughter who had left the study may rejoin the school to pursue higher education," feels Duku.

It became possible through the intervention of volunteers of Karlapat Land and RTI Clinic set under Access to Justice Project for marginalised people project, a joint initiative of Antodaya and UNDP in collaboration with the Government of India.

RTI volunteers extended helping hand to Duku, who was fighting a lone battle to get electric connection to his village. When Duku filed an RTI application with District Rural Development Agency (DRDA) to know why 47 families were provided electric connection of the total 98 households in the village, within 15 days, the remaining 47 households were provided with electricity through installation of solar panels.

Sakhi Majhi of the village said, "For quite sometime, we were running from pillar to post to get power supply, but it was out of the reach for us. The Government officials simply ignored us."

Bejiguda is a small and sleepy village situated in the foothills of Karlapat Wildlife Sanctuary in the Eastern Ghat. The village is inaccessible which can be approached through the sanctuary area.

Tribal inhabitants here have restricted living area for the fear of wild animals. Development has been a far cry for them. School-going children have to travel miles to reach the classroom. But, constant supply of electricity through solar panel has brought cheers and a ray of hope in the life of the villagers.

Road to freedom

The long wait of Naran Majhi finally comes to an end. He has got forest land patta jointly in his and his wife's name. Till today, he was branded as an encroacher in his own land on which three generations of his family survived.

Naran is among 34 others of his village, who have been provided with land patta by the district administration. Naran alone has got the land of 2.60 decimals on March 2010, traditionally and inherently held by his family.

Out of total 45 households in his village, 43 families had applied to regularise forest land held under their possession in their favour. After due verifications and survey, the Sub Divisional Forest Rights Committee had recommended 34 applications.

"Our village is very old. We eke out a living from forest land and resources. Only when Antodaya people came to convince us to stake claim, we had applied for patta," said Naran.

District Welfare Officer Seikh Mazeed said, "In Kalahandi district, we have regularised 21,106.76 acres of forest land in favour of 8,191 tribal families and vested community right in 155 cases."

Till date 2, 93,901 beneficiaries have been distributed with individual titles in recognition of their rights. Out of them, only 58,724 right holders have been covered under various Government schemes.  Mazeed also expressed satisfaction over implementation of the 'Access to Justice Project'.

Good Samaritan

Upendra Nayak (27), a high school drop-out, is now being invited to attend gram sabhas, panchayat and samiti meetings like any other sarpanch, samiti member or ward member.

Upendra was trained as an RTI volunteer along with other 15 youth of his locality during 2008 and subsequently he was attached to the RTI and land clinic set up there in Kanigumma by Antodaya, a voluntary organisation with the assistance from UNDP and Government of India.

Upendra has filed more than 10 RTI related queries to know about the real implementation of the Government sponsored schemes and programmes on progress of emergency feeding for children, Madhubabu Pension, MGNREGS, implementation of Forest Right Act, PDS, primary education and Jana Swasthy Yojana, etc. He could manage to get information on all of his queries and took necessary action on its implementation in consultation with villagers and Government officials.

On his efforts, Public Distribution System was regularised in 33 adjoining villages of his locality, besides restoration of emergency feeding for children through Integrated Child Development Scheme (ICDS) in the villages of Karaga, Dhuliguda and Anthaguda.

Not only these, people especially Adivasi beneficiaries of Kanigumma appreciated the initiatives of Upendra, when they got their MGNREGS payments through the gram panchayat which got delayed by officials and engineers.

Apart from these, Upendra is now tracking the missing files of 22 poor Indira Awas Yojana (IAY) beneficiaries through the use of RTI Act who have been cheated by corrupt officials.

"Through my interventions, people's inspection registers have been opened in many Government offices. Officials are now making disclosures and are exhibiting in their notice boards. Even they are now sending information through posts and letters which were asked through RTI applications etc," informed Upendra.

He further added, "Through my experience I came to know that RTI is a weapon at the hands of poor and marginalised people to stake their claim in governance and development".

"Experiences of using RTI shows first they will ignore and misbehave you, then they will try to dissuade, discourage and harass the applicants and finally when they will come to know that you are committed and determined for the cause, they will bow down," said Chitta Behera, an eminent policy analyst with Odisha Soochana Adhikar Abhiyan, who has trained the RTI volunteers of access to justice project.

Dear Sri Gupta Ji,

Please do not bring the name of Mahatma Gandhi with Congress Party and denigrade him. After indipendence, he wanted to dissolve the then Congress as it had completed its purpose - It was Pt Jawaharlal Nehru who wanted the party to continue - now you are seeing his progeny amasing unlimited wealth.

The Prime Minister, Dr. Manmohan Singh took many months to realize that existing laws are "adequate to provide for safety and security to all citizens including RTI activists."  Earlier statements of various leaders and ministers, or even probably of PM were only gimmicks to assuage the sentiments of activists after the murder of numbers of social and RTI activists.

It is a case of backtracking from the promise by the govt.  Till now, PM was saying that the introduction of RTI Act is a big achievement of his Govt. even from the rampart of Lal Quila. Mrs. Sonia Gandhi, Chairperson, UPA has many times exhorted the citizens to use the RTI in a big way.  Now, we can use it to our peril instead of brining transprancy and reforming system. This is another matter that the recent big scams were unearthened because of the RTI Act and govt. may recover millions of millions only in 2G.

Yesterday, Mr. Kapil Sibal, Union Minister said Fear of graft taint stalling decisions. 'Protect Officials From Being Penalized For Honest Mistakes'.

Recently, there was a statement that a (telecom?) company can be penalized from 0 to 50 crore but the govt. shall penalize it for 50 crore so that the charge of taking graft from the Company can not be made.  It is being present in a way as if imposing maximum penalty is a bad thing.

When in 70s, Jai Prakash Narayan wanted to fight corruption, he had to fight the govt., in 80s, when V P Singh raised issue of commission, he had to fight the govt. and recently.  For fighting against corruption this year, both Anna Hazare and Baba Ramdev have to fight with the govt.  Even, both had to risk their lives by a due to fast and police action at Ramlila ground respectively. All the times, our govt. was headed by the oldest national party of which Mahatma Gandhi ji is  the tallest leader.  Now, he may definitaly be ruing on the conduct of his followers.

Note:

On 14 Oct 2011, Hon'ble Prime Minister while addressing the 6th RTI Convention had stated :

"I would like to mention here our initiative to enact a legislation for the protection of Whistleblowers which would further strengthen the Right to Information. We expect this law to be enacted in the next few months and it would, among other things, help in prevention of violence against those who seek to expose wrongdoings in our public administration."

Now, on Nov 24, 2011, the  Minister of State in the Prime Minister's Office V. Narayanasamy said in a written statement in Rajya Sabha :

"xxxxxx there was no need for a separate policy to deal with such cases as existing laws were considered 'adequate to provide for safety and security to all citizens including RTI activists'."

States told to act against RTI attackers

New Delhi, Nov 24 (IANS) State governments should 'promptly' investigate victimization of RTI activists and take action against their attackers, the Rajya Sabha was informed Thursday.

Minister of State in the Prime Minister's Office V. Narayanasamy said in a written statement that at least nine RTI activists had been allegedly killed so far in the country.

'There have been some reports in the media that some persons have been assaulted in the last two years allegedly due to their role as RTI activists,' the minister said.

He identified nine such victims: Ramdas Pati Ghadegasonkar, Babbu Singh, Amit Jethwa, Datta Patil, Vittal Gite, Sola Ranga Rao, Arun Sawant, Shehla Masood and Nadim Sayeed.

Narayanasamy said there was no need for a separate policy to deal with such cases as existing laws were considered 'adequate to provide for safety and security to all citizens including RTI activists'.

He said the central government had drawn the attention of states to media reports about 'the victimization of people who use RTI to expose corruption and irregularities in administration.

'States have been requested that if any such instances comes to the notice, it should be properly inquired into and action taken against the offenders.'

Clearly, the govt. does not want to embolden the RTI activists by bringing whistleblowers protection bill.

Re: [rti_india] Re: Fwd:: Sharad Pawar gets life time achievement award

What Mr. Guptaji writes is true in ideal conditions! But where is democracy other than the process of election which too is manifested with corruption and high handedness!

Let us look into what other alternatives Harvinder had to convey his grievance- wait for 5 years till the next election and the next and the next........! The followers of naxalism, terrorism, regionalism and so on are people who experienced suppression, desparity, discrimination, inordinate delays, endless excuses, denial of right ful information and sesrvices and so on! If Harvinder had to present his grievance how and to whom he could have presented it? He must definitely have had explored all possible way to drive the point home and having not succeeded got frustrated and perhaps for a moment he turned out to be a naxalite or terrorist beleiving strongly in what he thinks is right! In fact most of us are Harvinders of varying degrees having tested the limits of patience and lost hope that authorities would do something worthwhile!  With almost 900 million hand to mouth and below povert level can any one ensure that emotional level of our population is balanced and uniform? With Anna movement more and more people have got a scent of what is happening in the country, the prevalent anarchy! People are more informed! For common man delivery of things and services are of prime importance ! The saying "while mother is on the death bed breathing her last the daughter is engrossed in playing violine" This daughter is our Government!

Guptaji
you cannot have peace without an strong army.
your democracy will not survive without strong aam aadmi.
I think Harvinder did right thing.

dont you slap your son if he gets corrupt ??

First of all I condemn the slapping to Shri Sharad Pawar in the strongest possible terms.  Such incidents have no place in democracy where alternative routes to vent our grievances are available.  If violence is resorted to, the democracy will not survive.

But I am surprised that on 11th Nov. India TV in an sting operation shown at 10.00 p.m. four persons threatening to Shri Anna Hazare.  The three were those who entered into the cabin of Shri Prashant Bhushan, Advocate and some beat him up.  The other one was Mr. Jitendra Pathak who also hurled slipper on Arvind Kejriwal at Lucknow and on that day, he said that that he will target Anna too for misleading people. In TV sting operation, he threatened that in case Anna will visit Uttar Pradesh, he will finish him using the bomb.  As per news reports, Jitendra was a member of Congress Sewa Dal from 2006 to 2009.

I made a complaint on this to Hon'ble President, Prime Minister and the Delhi Police Commissioner by email on the same night at about 11.30 p.m. but have not heard or read about any action against the persons who have threatened Anna so far.  However, I was called to the Vigilance at DCP Office on 22nd Nov and I reiterated my statement for taking action against them.

Why we are adopting double standards?  We want to know if the life of Anna and others is less precious.
