I refer to recent order of Central Information Commission

IIT-Roorkee"
As the order does not address the issue of 3rd party intimation at
all, and also of "information which relates to personal information"
I wish to remind you that it is obligatory on part of the CPIO to
issue 3rd party notices to all parties to whom the personal
information relates. It is trite that marks / grading secured by a
candidate in a competitive examination are that individual's "personal
information" and relate to him exclusively.
Kindly take careful notice that I wish to be informed completely and
proactively (u/s 4(1) of RTI Act) about the 3rd party protections to
protected interests, including under the exemption available under
8(1)(d) of the RTI Act, being practiced at / implemented by your
Institute in the face of professional information seekers and
interlopers.
I would be obliged therefore to be specifically informed, by you,
exactly how many (ie. the number) of 3rd party intimations were /are
sent in Mr Jaiswal's matter. I also be obliged if the affected persons
/ protected persons are informed in your intimations about section
8(1)(d) of the RTI Act, and which exemption was not cited by the CPIO
to deny information / or during the appeals.
