I would request you to kindly reappraise your description of Mr Rajashekar as a "whistle blower" and/or "RTI activist".
The Whistle blower scheme is only applicable to those public servants who maintain their confidentiality. If you know that Mr Rajashekhar is a "whistle blower" then he cannot be a whistle blower.
Similarly public servants cannot be "RTI activists".
A better characterisation of such public servants would be - habitual troublemakers who misuse RTI.
I agree with you that your Lok Ayukta Mr Justic Santosh Hegde is a classic example. If we read L.K.Advani's autobiography we find that Justice Hegde was his counsel during Emergency. When Advani - then Union Home Minister (due to his Gujarat connection) got allocated prime land of many hectares to SwamiNarayan sect to build Akshardham temple at New Delhi on the protected "river bed" at 1 rupee per sq metre, it was the same Justice Hegde who gave SC approval to this completely corrupt decision which was in violation of all planning norms as a "one time exception".
