Since the FAA has no power conferred by RTI Act to impose penalty or take disciplinary action, it would be wrong to make any such prayer to him - it actually weakens your case if he refusess to impose it.
If even after F/A you don't get information you can make this prayer to the 2nd appellate who is so empowered in the course of your regular appeal. OTH if you do get the information after the FAA's order, you can file a complaint u/s 18 to the Information Commission asking for penalty to be imposed - if you are so inclined.
