You have not understood the question raised. In case a contractor has used "duplicate" (ie. substandard look-alike fakes) to fulfill a contract with BSNL, how does a citizen apply to inspect the same under RTI process.

1) Obviously the information "in material form" has to be accessible, held by or controlled by the concerned public authority.
