1) I am not burdened by moderating this site. In fact thanks to the cooperation of the members recently, there is hardly any moderation involved. In any case, we are an unmoderated group where nobody is censored and everyone can post freely.
2) This is a free group. The owner is Yahoo. I pay nothing. BTW, you can also start your own group - Yahoo groups, Google groups, Nabble groups, etc etc. are the sites. Use google search to locate the home pages of these sites.
3) Finally, I have never taken even a single paise (in any currency) from anyone for the social services I do.

The RTI Rules generally allow you to pay in cash, bankers cheque (ie. D/D, LPO) and now by IPO.
Is there any rule / law which says that IPOs of all denominations must always be in stock at each and every post office of the country? In the absence of any statutory obligation of the Post Office to keep IPOs of each and every denomination available just so that people like you can file RTIs from any post office in India, it is always open to you to use one of the other forms of payment if you have a problem with IPOs.
The charging a Rs 1 commission per IPO is perfectly reasonable. The Postal dept incurs a cost of Rs 3 for every small denomination IPO it sells. So the more RTIs Mr Raja Bunch files the greater is the burden on honest taxpayers and responsible RTIers.
The Court fee example is irrelevant. Virtually all small value court fee stamps in the country are fake (Telgi) and go directly into the pocket of the vested interests.

[rti_india] Rigged decisions & cronyism at CIC

"Full Bench: Ms. Sarah Cyriac versus Delhi University"
The CIC has repeatedly held that candidates in an examination
are not entitled (by RTI) to see their evaluated answer sheets.
Then why was this decision so different? The answer lies in that
old legal trusim - "Its not about how much you know but who you know !!!"
Lets see the "careful composition" of the full Bench which heard
this case.
1) Wajahat Habibullah - shares an alma mater with Ms Cyriac (St Stephens College)
2) Shailesh Gandhi former convenor NCPRI - Ms Sarah Cyriac (intern) at Parth Shah's Centre for Civil Society - a sometime NCPRI constituent.
3) Ms Annapurna Dikshit - This connection is so shockingly bizarre that it would be better if Ms Dixit makes a clean breast of it herself or recuses herself from this matter. Such impropriety is simply not on !!!!

The Central Information Commission (CIC) has directed the Central Vigilance Commission (CVC) not to destroy documents, whose disclosure is yet to be decided by it, even if there is a policy of disposing them after a specified period.
CIC Commissioner Wajahat Habibullah said, during a hearing, that the documents sought by Right to Information (RTI) applicants should not be destroyed till a decision is made on their disclosure.
The case is related to Major General (Retired) V K Singh who, through his RTI application in 2008, wanted to know from the CVC the status of his complaint highlighting the alleged corruption in Research and Analysis Wing (RAW).
The CVC said in its reply that his complaint was "filed" and no file notings were available.
Author of book 'India's External Intelligence: Secrets of Research and Analysis Wing', Singh said that it is impossible that no records of deliberations over the complaint were available. He submitted before the Commission that he wanted to inspect the records.
The representative of CVC at the hearing before transparency panel on Monday said it may be possible that records may have been destroyed as the Commission has a policy of destroying records of "filed" complaints which are more than a year old. Hence, inspection may not be possible.
She said she will check the status and inform Singh about it.
Habibullah said, "If there is a case pending under the RTI Act then the documents should not be destroyed till a final decision is taken on the disclosure."
Singh who alleged several instances of corruption in the India's external intelligence agency RAW, in his book, has been facing trial for alleged violation of Official Secrets Act.

Let me summarise (for the nth time) our rules for journos like yourself / Mr Mandhare etc.
1) No circulation of contact details like mobiles nos. etc.
2) No fishing for leads / stories / quotes etc from members.
3) Strict focus of messages on RTI issues, particularly interpretation of the RTI Act and decisions / affairs of the Information Commissions - especially the Central Information Commission.
Insofar as "Naxalism" is concerning, its your loss not mine.
Personally I find it offensive when people use the term associated with a failed advance people's local movement of 1968 as a stereotyped description for age-old class struggles in corrupt societies. Why for example do you not refer to it as say "Titumirism" [http://en.wikipedia
The article you linked to in your (relatively unknown) magazine asked a rhetorical question concerning "no quarter" for Naxalites and trivialised it by equating it to a request for a Govt quarter in Delhi.
I'm sure that the educated journos I usually interact with, know very well that "no quarter" is a term used to in a warlike situation as roughly meaning "we cannot quarter (house / provide for) you after your defeat, so this is a fight to the finish".
Of course we all know that this is mere bluster / bluff on the part of a weak and rotten State lip-sync'ed by the puppet head of one of the most corrupt Governments we have ever had, and nobody takes such statements at face value.
Finally, on the question of 1/3rd of India being "Naxal" (to use your term) dominated, do you include movements like say Kashmir "jihadis", Naga "separatists"
