As you were recently readmitted back to this group you may perhaps not
be aware of our strict enforcement of group rules. Such as circulating
one's contact details (incl mobile number) over this group's
resources.
Insofar as your "important issue" is concerned it is a non-issue. The
fees / further fees have to be paid in Indian currency only as per the
prescribed rules. If an Indian citizen abroad wishes to file an RTI he
can do so on India territory at the Embassy / Consulate where INR is
legal tender.
The RTI Act does not envisage Indian citizens using the RTI Act
outside the territory of India. To do so would inter-alia enable
citizens of India in J&K to file RTI's all over India (from J&K)
without a corresponding facility for Indians outside J&K to do so
there under the J&K RTI Act.
