If you are not fully prepared to fight an RTI battle through to its final conclusion, please do not get in the way of those who are.
What sort of stupid questions are you asking ? From the moment you DECIDE to file an RTI you must be prepared for every eventuality no matter what the personal cost to you. It becomes your DUTY to file a good appeal and pursue it all the way up to the Supreme Court or wherever. It is because of stupid, weak and incompetent citizens who file half-baked RTIs and fail to follow it through that Public Authorities are winning (have won comprehensively).
No, you do not usually get favourable orders from the CIC. In 80% of the cases it is because of the weakness of the appellant's case and preparation AND his IMPATIENCE !!!.
