In a nutshell, it is primarily about interpreting the intent of the Legislature for using the word "shall", with REFERENCE TO THE CONTEXT ( by evaluating, the rights / benefits of someone, being dependent upon the interpretation i.e ultimately circumventing back to interpret the intent of the Legislature for laying down a piece of legislation)
I would appreciate if you can share your POV on the following:
