I think Mr Habibullah is planning to depart from India, fleeing from the criminal contempt of court petition I intend to file against him, and also to return after his long and distinguished career as an "illegal" in India. [http://news.bbc.co.uk/2/hi/world/us_and_canada/10452384.stm]
Lucklily we have members on this list who are familiar with J&K affairs, national security matters etc and who track these sort of things. As per them, and as always discussed on this group, Mr Habibullah has been a World Bank mouthpiece for a very long time.
A brief summary below,
For eg. on page 2 of this document [http://www.usip.org/files/resources/sr121.pdf] he calls for
"encouraging international investment by bodies such as the World Bank and the Asian Development Bank. Key areas for investment are watershed development, the timber industry, fruit processing, and power generation." in Kashmir. These are all the areas which have maximum potential for corruption (the so-called Bakshi formula).
On page 11 he gives the game (and his blatant advocacy of WB and US interests) away
"Key areas for investment are watershed development, the timber industry (which will first require investment to restore the forest cover), fruit processing, and power generation. If these sectors were active, they could help jumpstart the entire economy. Working with the governments of India and Pakistan, the United States could engage the world's leading financial experts to help design multilateral investment programs.
Those programs could be structured in a variety of ways. In one scenario, the World Bank and the Asian Development Bank (ADB) could make low-interest loans, which could then be drawn down through the government of India for the benefit of the state of Jammu and Kashmir. This approach would neither tread on nationalist sensibilities
nor require an overhaul of present practice. The World Bank's Foreign Investment Advisory Service conducts diagnostic studies in investment environments to determine impediments to private-sector investments."
The United States Institute of Peace is a well known CIA front, as is the Brookings Institute which Mr H is also associated with. So it is not so surprising that Mr Habibullah will enjoy a CIA financed sunny retirement in Miami after his cold Kashmir illegal duty was stalled by our members.
