Here is the answer:-

Not satisfied (it seems) with being appointed to a cushy World Bank post, Mr. Habibullah (to quote this news report) is lobbying hard to be appointed Chairman of one of India's most cash rich private banks, (incidentally closely connected to the Congress Party and purportedly used for their money laundering operations).
"Meanwhile, some `potential' candidates have started hectic lobbying to grab coveted post.
Sources said India's Chief Information Commissioner, Wajahat Habibullah and Kashmiri banker, Irfan Muzammil Soz, head of the Middle East Operations of the Hong Kong and Shanghai Banking Corporation Limited (HSBC) are lobbying hard for the post of chairman, J&K Bank. Irfan is the son of state Congress chief Prof Saif-ud-Din Soz."
