Dear Trivendra
Uttar Pradesh and many other states of the Union are prime examples of where ANY / EVERY law (not just RTI Act) has been (can be) reduced to a mockery.
Such states reveal how easy it is for the Govt of the day to stall laws simply by appointing rubber stamps at the head. As you know the Allahabad High Court has the highest pendency in India.
It is futile to focus on the micro picture - "look RTI is not working in xxx" when the NATION is headed by a rubber stamp (actually 2 .. or 3 or .. ) while the real 'haramis' operate from the shadows.
