Just a further update in thsi little game I am having with the GoNCTD.
1) After I represented to the LG that the notification for CWG lanes was not properly founded, I also informed him subsequently that the Delhi Police was not notified to challan / compound the offences u/s 115 MV/194 MV Act.
2) Now they have informed me that the Delhi Police will instead be arresting all the motorists who enter the reserved lanes under provisions of the IPC / CrPC which they will communicate to me "shortly".
