At least 1 Central Information Commissioner has told me that he had settled down to a nice retired life away from Delhi to devote himself to academic and literary pursuits, when he received a phone call from Ms Sonia Gandhi asking him to become a Commissioner. He then received a phone call 2 days later asking him to submit his bio-data. Mr Habibullah knows as well as I do who made this statement (and to many persons other than myself).
