This is apparently some list of civil servants who are considered eminent enough (in DoPT's view) to be CIC / IC and who need to retain their houses and cars after retirement / super-annuation. There is another list posted on a group which tracks IAS babudom which does not contain the names of Sudha Pillai but has her husband instead.
There is no shortage of RTI activists who consider themselves eminent enough for these appointments. The same also holds true for the serving ICs.
