Asking for motive for information is against the RTI Act as you have rightly mentioned the section 6 (2) of the RTI Act. From the information, the motive for information is itself clear and u r not a terrorist or traitor. You have not asked some security related sensitive information. However, Security Agencies are also required to give information if that pertain to Human Rights and Corruption.
Please also check the rule of Supreme Court quoted in the reply and if there is really some such rule, which is also in violation of the RTI Act. As per section 22, the RTI Act has an overriding effect other than this Act (RTI Act).
This is a serious matter and an attempt to throttle the RTI Act and need to be taken forcefully.

This is one of the sample how the court officials are avoiding to implement RTI Act in their departments , I had also filed seeking information under section 4 (1) a & 4(1) b of the act about city civil court of bangalore , The public information commissioner collected initial fee of Rs.10/- and further fee of Rs.50/- to provide information in CD Format , But the PIO Fails to provide the information as per act i filed an complaint under section 18 of the act , the commission directed the PIO to provide the information free of cost and to refund the amount collected without preparing any information , But the city civil court pio fails to comply the directions of the information commission
