1) FIRSTLY, You are not a "common" citizen because you have the ability to move in/out of India.
2) SECONDLY, India''s national currency is the "rupee"
3) THIRDLY, in India such things are not paid from "tax" collections.
4) FOURTHLY, these accomodations are NOT "rent free". They have a value which bears a reasonable correlation with the accommodation notwithstanding that it is not inflation indexed.
