[HumJanenge] Complainant requests C-CIC to spare respondent

This is the kind of stories which hindi movies, TV serials are full off. In a recent decision by C-CIC Shri Satyananda Mishra in the matter Ram Shabd V/s CPIO of Union Bank of India reads as :-

"The complainant has, in writing, requested the CIC not to take any
action against the Branch Manager"

Of course, the C-CIC was only too happy to spare the respondents of penalty. This bring two questions :-

1. Would the C-CIC and the remaining ICs apply the same spirit, if the applicants had insisted on penalty (if sufficient cause is proved)?

2. What made the applicant spare the Branch Manager?

What say (rti) haramis???
