Dear Shri Roy:

I have never served as an employee or an Officer of the GOI but have over the decades collaborated with Govt. Deptts. and Ministries from outside.

My information is that an UDC is an upper division clerk., and is NOT an Officer.

With regards.

Will some enlightened person well versed in functioning of Govt inform me of
a UDC (upper division clerk) is an "officer" or not (for purposes of 5.4 and 5.5
of RTI Act). I thought that they are classifed as "employees".
