Please stop squabbling

1) Some States require forms / formats to submit RTI requests, other States and Central PAs don't.

2) The RTI Act permits (arguably) the "appropriate government" to specify forms / formats for submitting RTI requests.

3) Having a standardised form is a boon for the novice RTI user.
