I appreciate that All members responding to you are experts but in thier own state . most probably MR V V Rao, has never come across the karnataka state Rules 2005 Published way Back on11Th October 2005 . He Must Be unaware that only in Karnataka it is INITIAL Fees and Not application fees . Only in Karnataka we have Rule 14 (Ammended & Inserted) There is no specified Format is Altogether A different issue . There is an appeal rule in Para 6&7,8  of the Rules And Since you Wish to apply to BBMP , There is an RTI Cell to accept your Application For all thier 469 Pios in one place and give acknowledgement , The First appeallate authority in BBMP inspite of All our efforts Do not Carry out anything for 45 days , and all Appeals end up at the KIC . KIC Accepts Complaints under Section 18 and you have a gujarath high court order where in you can File Both first appeal & second appeal with different reliefs . My Dear freind  i gave you my telephone number , offered My time to tell you all , only thing you have meet me  but I think You are not really serious or Have policy of wait and watch . all these were done the day i sent my mail when mr rangarajan responded . Dear Rahul, Under RTI application there are some compulsory pre requisites, fallow them; 1)RTI applicant should fallow the RTI application format (see the attachment)  2)From the date of application, wait for 30 days for reply, if there is no response from PIO, 3)Apply the same to the higher authority with in the same department file an application to the First appellate along with the xerox copy of the acknowledgement, and wait for 30 days, if there is no response from first appellate then, 4) File the same to the Second appellate, the Karnataka state information commission along with the xerox copies of the acknowledgement.
