[rti_india] CIC Shailesh Gandhi's proposed visit to Mumbai

 

My dear Sarbajit
 
      I have seen your exchange of mails with Bhaskar Prabhu over SG's proposed visit to Mumbai and his being invited to address some groups on RTI subject during his stay in Mumbai. You have questioned SG's motive in visiting Mumbai, describing it as a publicity inter-act gimmick, and also passing value judgement about Sucheta Dalal describing her as a "lobyist". In doing so, you appear to have given a vent to your pent up feelings of strong anti-pathy towards SG, which to say the least is in poor taste.
 
      I have  been seeing your mails for past couple of years. You convey an unmistakable impression of being a hard core baiter / allergical critic of SG, Earlier, you had reserved this privilege for Wajahat and gradually it shifted to SG and it is becoming more pronounced with passage of time. You rarely lose an opprotunity of letting out your anti-pathy towards SG. In the present case, I observe that mail was initially addressed by Bhaskar to Manoj Bajpai and not to you, enquiring from him whether he would be attending the Annual Conference of Central Information Commission in October You seem to have intervened grabbing this only because Bhaskar had mentioned SG's name for getting a invite for the conference, and you started a virtual slanging match, which got blown into a chain of mail exchanges. In normal course, I would have ignored it as I am aware of you and Bhaskar enjoying a love / hate equation and getting involved in exchanges quite often. It is the two mails - one from Shri M K Gupta and another from Umapathy who have described their own assessment about your indulging in a slanging match, which has prompted me to respond to you. Umapathy drawing some comfort by writing to Bhaskar / patting him for "giving a fitting reply to Sarbajit". 
 
    I will not  join the arguments between you and Bhaskar. I would, however, like to respond to your poser as to who is funding SG's visit to Mumbai.No body has sponsered SG's visit to Mumbai and he would be coming on his own, like he does on 2/3 occasions every year. I trust, you are aware that SG hails from Mumbai and this place has been his karambhoomi. I hope you must be aware that the period when he would be in Mumbai, would be the Ganpathi Pujan period. For Mumbaikars, Ganpathi Pujan is as sacred an occasions as Durga Pooja for all Bengalis. Many Mumbaikars  come to their homeplace for Ganpathi celebrations, holding pooja for periods ranging from one & a half day to 13 days depending on their convenience. They see this as a matter of faith and do not need any paid invitations from any one. SG is visiting Mumbai on a brief holiday for holding Ganpathi Pooja at his place and he has not looked to any one for sponsoring his trip. As he would be here, his friend circle people / acquaintances have taken advantage of his presence in Mumbai. This is nothing new about this and his well wishers in Mumbai usually request him for such inter-face meetings. I need not recapitulate for your information that unlike other CICs, SG had been an RTI Activist himself before he was chosen to be CIC in 2008. He had been using RTI right from the days of Maharashtra Right to Information Act, much befor the national act coming in force from October, 2005. Most of the persons in Mumbai using RTI have learnt their basics on RTI from him. He was successful in getting landmark orders in a good number of cases, taking on the might of even Ministers in State Government as also Chief Minister. Let me assure you, SG needs no publicity in Mumbai and his visit to Mumbai need not be seen as a publicity gimmick.
 
    As regards your belittling comments about Sucheta Dalal, you are perhaps not aware of her background. She is a renowned journalist and a Padam Shri Awardee. She does lot of work for social cause for benefit of community at large. This includes her arranging regular workshops on RTI where some prominent persons are invited to address persons interested in the subject. SG being invited for an inter-face session with some RTI activists at Mumbai is one such event. You need not read any vested interest in this.

I also join Bhaskar ji in his suggestion to you.  Of late, Humjanange has stopped many of my messages which have indirectly hailed the decisions of Shailesh Gandhi ji and my mails on the fast against corruption.

Thanks for giving a fitting reply to shri. Sarbajit. At least now, shri. Sarbajit  should stop criticizing others.
In future, you need not give any importance to his e-mail as it has always been his habit to harp on others works on RTI . we should just ignore such persons. 

your initiative on conduct of meeting with IC SG is really helpful to both demand and supply side.

Thanks for enlightening me and involve me in debate.

There are many gurus to me, as there are varied subjects that come in as you you walk on. Now, like, you are teaching me by default how to be sarcastic and I don't feel anything wrong if any person "talks" or participates in a program with any public authority, unless you find that there is a change to biased way of working.

About the decision by ICa there are going to be comments and that is fine. I feel it is the Judicial system that is not in contact with public and the problem what we are facing.

Thanks for informing about DoPTs letter/s, to your complaint, to SG and great work your are doing go ahead, please up date about the same. Every person needs be questionable.

I heard DoPT had also sent letters for keeping interns/staff by Shailesh for doing the administrative work faster, it is all fine everybody has there way of working, we all thank him for incresing the persons faster delivery of hearings.
You equally know that your allergic person has not taken a single1 rupee to pay salary/honorarium to these persons.

Why don't you file a compIaint to DoPT, to provide enough staff, as Central or State Govt are both obligated to provide enough staff to each IC and Commission as per S13(6) and S16(6), I am no dody advice you but definitely you are capable enough to percoive the matter with concerned authority or file PIL. As all, like, election commission or human right commission were given staff when doors of court were knocked.

As you for not taking any single paise for advice appreciate and I hope you will perceive  with DoPT for providing enough staff for faster work in IC.

As for who is paying for SGs visit it would be better  if you ask him and I can quote the way many PIOs write sarcastically that "no information available in this office" or "not traceable".
and above this you are a investigative person should make an effort.

Since you object to the term "everyone" and don't wish to be on the side of RTI patriots, I am glad that you have openly declared that you agree with the practice that quasi-judicial officers (public servants) should mingle with the parties before them and give them "free" advice. You know very well that when your guru took office he similarly conducted / attended a training course for appellate officers of the MCD and coached them on how to draft their appeals "properly". You know very well why MCD (also called "Most Corrupt Departrment") was continuously with him till very recently. It is only on this group that facts like this were exposed. We never heard you complaining when Mr Ansari used to similarly mingle with Indian Oil etc.

Lastly, everyone knows that I do not take a single paise for giving advise / RTI assistance. You equally know that your guru's claim that he would only take 1 rupee token salary proved to be completely holow / false and that I have complaind against him and the DoPT has recently directed him to reply to me on this point.

BTW, who is paying for Mr Gandhi's visit to Mumbai to attend this seminar ?

Once again thanks for sharing  yet another of these little evidences
that IC(SG) is upto his old tricks of accepting invitations to
publicly interact with the same departments he is supposed to be
administering for RTI this time using the forum of well known
lobbyists like Ms  Dalal. It is completely unethical for a member of
any tribunal to give "advice" (or free ??? consultancy) on how the 2
opposing classes of stakeholders should work together in RTI. When
Prof Ansari used to do this everyone on this group opposed this
practice.
