Right from Information officers to information commissioner State as well as Center should be with independent offices and staff. Public Information Officers should be zone wise (geographically) and they should not be department wise.
Public Information Officers should not be a deputed staff.
If this would happen, then only the tactics of hiding the information on one or other ground would be stopped.
At present the Public Information Officers belong to the department for which they work and paid. Thereby they have tendency to hide and grudge in providing information.

Though it has been provided in the RTI Act that every public authority will designate public information officer(s) in its office, one of  my friends has raised a doubt by asking if an outsider (other than an employee of the concerned public authority) can be the public information officer. May I request for clarification.
