Dear Capt Beniwal
Guptaji and I have widely differing views on this.
IMHO 2 of the worst ICs of India - Mr Habibullah and Mr Shailesh
Gandhi
are mainly responsible for ensuring that RTI Act has come to a
standstill.
OTH, if one realises that RTI is only ONE OF THE TOOLS in a composite
armoury / arsenal to be deployed for a citizen to interact with the
State,
there is no problem in achieving one's end. The State does respond
even if it crawls.
The only people who are complaining about RTI delays / wrong orders
are the professional RTI activist haramis.

With such approach, now, very few PIOs are afraid of the RTI Act and they are getting bold every day in ducking the RTI application. One the one side, govt. takes credit to introduce the RTI Act, on the other side, it is on the forefront to blunt it.

(2) Does the CIC has another calender then the national calender published by government of India to calculate the days (day/date the application received by PIO
