Respected Sir
I am constrained to report to you, in the larger public interest, the
inefficiency in the Registry of Mr.Rajiv Mathur, which is causing a
tremendous imbalance in the disposal rate of the Commission.
This can be illustrated with the example of the cause list for today
16-August-2012
Whereas IC-Ms. Annapurna Dixit has 23 cases listed before her,
regularly spaced out at 15 minute intervals, starting from 10 AM till
5:00 PM with barely an hour for lunch, IC-Mr.Rajiv Mathur has only 8
cases listed, spread 30 minutes apart starting from 10:30AM till 4:00
PM with a generous lunch break of over 2 hours. Mr. Mathur's sedentary
routine may also be compared (unfavourably) to IC-Mr. M.L.Sharma's who
had 24 matters listed today with spacing of 10 minutes between them.
That Mr. Mathur's routine is so regular is evident because his
schedule for tomorrow is equally leisurely with 8 cases listed again.
This slow pace is especially surprising because Mr. Mathur's decisions
are laconic and can be copy pasted by any competent stenographer in
under 1 minute. Not surprisingly, I find that IC. Mr. Basant Seth's
causelist to be even worse than Mr. Mathur's, by having only 7 matters
listed before him today.
In these circumstances, may i respectfully SUGGEST that it would be
far better if double benches were formed so that these new Information
Commissioners can learn the RTI ropes in an accelerated fashion rather
than experimenting on hapless citizens who have endured waiting
periods of many years to be heard at the Commission and who don't
deserve such shabby treatment or orders.
