But if the Govt not provide the information within the stipulated time, then CIC directs them to give the info on free of cost.
 
In Andaman alone out of 295 CIC decisions, 9 decisions were directing Public Authority to supply information on free of cost.
 
In 17 decisions CIC directs the PA to provide info on free (pages ranging 25 to 200) after inspection by the applicant.

I also feel Sarabjithji is correct. The rules, atleast in regard to the Central Government do not permit any page to be given free of cost. The only free service available is permission to peruse the files, that too for one hour. As for mode of payment, I do not think cheque is an approve means of deposit of fee as per the central rules. It has to be by postal order, or DD, if not cash. It is to be drawn in favour of Accounts Officer of the Public Authority.
