I think that instead of reducing the age limit, the Juvenile Justice Act should be made INAPPLICABLE in the case of all heinous crimes and those crimes where the maximum prescribed punishment applicable is more than 5-6 years RI. This in my view will weed out the real 'children'(juveniles) from amongst the criminals. There are two important changes that are needed in the laws: 1. The age limit for juveniles needs to me reduced to 15 or 16. The almost 18 year old who committed the most brutal act in this case will go scot free. By no stretch of imagination can he be called a child. 2. The powers of pardon given to the President need to be curtailed. If they are to be retained, they should be subject to approval by Parliament. - Police Reforms as approved by the Supreme Court in 2006 should be implemented in letter and spirit by all states.
- Fast courts to deal with crimes against women.
- Respect for women in society should be part of social studies in all schools. No religion or Khap Panchayat should be allowed to pass dictats that violate this spirit.
