Ambrish Pandey is a focused RTI exponent. This time he has exposed how the Congress MP Vikrambhai Madaam from Jamnagar was favoured by the Secretary Ministry of I&B just before the Gujarat assembly elections with the release of a Rs.100 crore PR package.

On 02.May.2012 Vikrambhai Madaam Congress MP writes off to Secy (I&B) saying that Gujarat is going for assembly elections soon so the achievements of Central Govt (code for Congress Party)  must be urgently publicised in his Jamnagar Parliamentary constituency. A copy of the letter is also marked to Guj.State Cong.Committee.

The letter is officially received on 15.05.2012 (diarised on 16.05.2012) and everyone in the Ministry is waiting for it.On 15.05.2012 (ie. 1 day prior) the Director Genl. of DAVP had sent off an ACTION PLAN which details how this 100 crores will be spent in the States going to the polls carefully avoiding the code of conduct period to push the appropriate "creatives".

In his letter of 15.05.2012 this pliable DG Frank Noronha uses all the right babu code words which signals he is covering his arse. and he is damned if he will take responsibility for it

" .. which is proposed to be spent in a time-bound manner to achieve the intended objectives ... various nuances and aspects of the creatives ..  Approval is solicited from the Secretary so that the DAVP can ..."

The Ministry goes crazy over this letter as seen from the file notings .. "please examine quickly and put up ..put up immediately .. submit .."

All the Congi MPs who must pay 1% of their income to the Congress PONZI  Party (under the official AICC rule) and 10% to the "Party" (for which no receipt is given) have to be thrown these little lollipops once in a while. Once it was known that the sanction is through it becomes a scramble for these MPs to see that the funds are spent on THEIR constituency to recoup their losses.
