Should it not be the case, that, even if the designated PIO is promoted to the post now designated as the FAA, the officer senior to the incumbent (PIO now FAA) has to deal with the First Appeal?
CRs / APARs of all Govt. Officers are always reported upon by officers senior to them, even after promotion. Should not the same logic apply to disposal of First Appeals?
I have successfully pushed forward this reason before several PAs and able to drive sense into all of them.
Use common sense.
