Its probably mentioned in Annexure C which is not online

IAC's memorandum was submitted jointly by myself, Karira, Muzibur
Rehman and Dr. Sandip Gupta

I think they have only published the names of dissenting NGOs, MPs to
allow them to take it to court and to show that their views were
considered but rejected.

I have got a copy of the oral evidence I gave which was sent to me by RS.
