Dear Sir
I refer to all my recent emails in connection with "WI-FI" in Delhi. I
am concerned that my complaints to you and also to Secy/IT/GoNCTD are
all unacknowledged and unanswered.
I am caused to protest that the GoNCTD is implementing the Aam Aadmi
Party's deeply corrupt scheme to provide WifI in Delhi which shall
benefit a few chosen TSPs. It is an open secret that Aam Aadmi Party
had entered into corrupt pre-poll arrangements with certain TSPs which
are now sought to being encashed by them.
Recent judgements from the TDSAT show that the annual rental for each
telecom transmission tower in A+ city like Delhi is at least Rs.20
lakhs per tower per infrastructure user on co-sited basis, and is
annual revenue running into several hundreds of crore rupees which
would accrue to the concerned municipality / land owner.
Hence, it is not clear why the GoNCTD has taken this task,which being
"telecom" is in the Union list, through its Information Technology
Department. It is also not clear why Shri A.Baroka, Secy/IT/GoNCTD is
taking interest in this project just shortly before he is being
transferred to UT of Andaman and Nicobar - where officers of his
caliber are badly needed.
In this connection, it is well known that Information Technology Dept
of GoNCTD a) is not a public dealing department, b) has no norms
published for dealing with members of public /stakeholders in
formulation or implementation of policy, c) has hardly any technically
qualified persons to evaluate such a complex project d) is only a
rubber stamp for this perceived fraud.
NB: I am attaching the RTI disclosure of ITDept/GoNCTD in support of
my aforesaid grievance/s.
Kindly therefore act on the same immediately,and ensure that proper
and transparent involvement of all stakeholders who responded to the
public notice issued by Secy/IT/GoNCTD is assured and there is no
hanky panky in dealing with our submissions.
