7.9 only determines the form in which the information can be provided if it cannot be provided in the form requested by the applicant. You have not mentioned the form in which you had requested information.
Strategy, in your FA allege malafides on part of PIO and inform he is liable for penalty due to the delay at rate Rs 250 per day till information is actually provided. Also demand that information now be provided to you free of charge.
