"12. The first Appellate Authority upheld the order of the CPIO delayed his order by about 76 days beyond the prescribed limit. At the hearing today, the CPIO representing the public authority was not aware of the facts of the case and the Appellate Authority who was familiar with the same chose to keep away from the hearing and sent his CPIO instead. This shows a complete disregard for the Act and its provisions and insensitivity to the information needs of the appellant."
