Shilesh Gandhi is deliberately passing poor orders in case of MCD because he is on the payroll of MCD. These orders are designed to ensure that no action is taken against the PIOs and if the party is persistent, a stay order is easily obtained from the High Court by his pathetic orders.
As we have often said, Shailesh Gandhi has been hand-picked (and tutored) by Mr Habibullah - who is also a tool of the land mafia - to ensure that no information on land mafia reaches applicants. If Mr Habibullah was an honest man he would have taken away GoNCTD P/As from Shailesh Gandhi and given it to somebody honest and competent (like Mr Tiwari) who knows how to set uncooperative P/As straight (in fit cases).
