[rti_india] Re: Sant catwal

Dear Mr Vaish

1) Please don't SHOUT. Using all capital letters on groups / mailing lists is disrespectful to other members. As a famous American (US of) President said "Walk/talk softly but carry a big stick!!"

2) None of our members has got the time (or inclination) to chase up bakwaas Contempt Petitions filed (in person) which are thrown out - disposed off at first hearing (Raj Kumar Vaish versus Attorney Gen of India & Ors CP(C)203/1996) without any worthwhile order being passed.

QUIZ: Why will Om Prakash Chauthala definitely get a Padma next year?
ANSWER: After Blue Turban, then Red Turban, Green is the only primary (turban) colour left.

Re: [rti_india] Orphanages

Dr.,
What I wanted to know is that How many orphans found a family, the benefits should be informed.

When the NGOs are claiming  and receiving funds from abroad, visiting houses every month, collecting donations from all the houses in the streets, they must inform us how many orphans settled in family life.

Just donating and closing eyes will help the NGOs to rob others.

This is a local,  decentralised activity and there is no way such a data can be pooled . I for instance, have been contributing Rs 90 every quarter by a debit to my bank account  as per standing instructions to SOS of India, without caring what SOS does with it in turn   . Of course, donor agencies (jncl: international agencies) would be keeping a  track on how their funds donated to a particular NGO or a group  of NGOs are being utilised .

I see no worthwhile purpose in anyone engaging in  this kind of stupendous activity unless of course misutilisation or diversion of monies donated for the cause by a NGO or other such civil society organisations  comes to the public notice .

Sant Chatwal's right to Padma Bhushan challenged

Mediapersons Pritish Nandy and Vir Sanghvi initiate an RTI with regard to the inclusion of Chatwal's name for the coveted awards

SUDIPTA BASU IN MUMBAI

Sant Singh Chatwal lives in the urban Indian consciousness as a rich NRI hotelier who hob nobs with the powerful in the USA, and who famously stated a few years ago at his son Vikram Chatwal's multi-city wedding bonanza, that he had promised Vikram a party that the world would remember only if he wed an Indian girl.

Vikram married model Priya Sachdev at the time. Their marriage is on the rocks, and it seems so is the possibility of Sant Chatwal's name making it to the league of the rarefied in the country. The micro-blogging site twitter was all abuzz on Wednesday with senior j o u r n a l i s t s P r i t i s h N a n d y and Vir Sanghvi messaging each other to initiate an RTI with the Central Information Commission on the inclusion of Sant Singh Chatwal for a Padma Bhushan this year.

"There is an outrage among people on Sant Chatwal's name figuring in the list of Padma Bhushan awards. Here is a man against whom there have been many CBI cases. He has been charged for bank frauds both in India and the US. That such a man should even be considered for such an award is outrageous," said Pritish Nandy. On a calmer note, his colleague in the media, Vir Sanghvi, maintained,

"This is not about Mr Chatwal on a personal capacity; it is about the lack of transparency within the government (the Home Ministry, in this case) on shortlisting the names for such a revered award. We are informed that there is a committee instituted to list the names. How often does this committee meet? Who are there on the committee? We need to know all that."

"I have done much to strengthen the ties between India and America," said Sant Chatwal, from San Francisco. "I had Bill Clinton visit the country. No American premier had visited the country in 24 years. I even managed to raise funds through the Clinton Foundation for the victims of the Gujarat earthquake. My contribution cannot be negated."

Meanwhile, even as Nandy and Sanghvi continued to tweet the progress of their RTI application, which will be sent on Thursday, to one another, the Home Ministry issued an official press drawing attention to Sant Chatwal's many initiatives in India's interest.

"He has been a tireless advocate of India's interests in USA and has been working tirelessly for strengthening bilateral relationships between India and the United States," it says, further drawing attention to his trusteeship of William J Clinton Foundation which focuses on critical global issues such as healthcare, climate change and economic empowerment of the underprivileged in the world community.

"It's all rubbish," said an agitated Nandy. "Chatwal had no relations with the much maligned Bush, under whose premiership the Indo-American ties looked up. He only sucked up to Clinton, who was not very friendly to India during his time. Chatwal has had no role to play in strengthening Indo-American ties."

[rti_india] CIC slams UGC for lack of transparency

CIC slams UGC for lack of transparency

Himanshi Dhawan | TNN

New Delhi: In the wake of the deemed university controversy, Central Information Commission has slammed University Grants Commission (UGC) for lack of transparency in information related to deemed universities. Ruling that UGC appeared to act as if the RTI Act did not apply to it, the information watchdog has awarded a compensation of Rs 2,000 to an applicant and issued a showcause notice to UGC for not responding within the stipulated 30-day period.

An applicant, A N Prasad, had sought information related to the number of times the review committee had rejected applications of colleges and universities for deemed status during the period between 2005-2009 and copies of reports on the basis of which the recognition could not be granted to a college or university during the same period. Information commissioner Shailesh Gandhi ruled that UGC had no reasons for refusing the information. In his order, Gandhi said, "It is a very sad state of affairs that UGC appears to be operating without any understanding of what is happening. The commission has earlier also directed UGC to put up various information under its Section-4 obligations. UGC has failed to comply with these."

The order added, "UGC appears to be operating with no respect for the rule of law and it is behaving as if the RTI Act does not apply to it. The commission takes a very dim view of such behaviour by UGC and recommends the chairman to ensure that its officers are trained in the RTI Act and learn how to respect the law."

The CIC in an order in September 2009 had asked UGC to disclose details related to the number of institutions applying for deemed university status, members of review panels and their reports.

[rti_india] Medical Scholarships

The governments are sanctioning good number of scholorships to Medicos. Any follow ups are made on how these students who recived the scholarships helped our people particularly in Rural areas?

I request the Government to pass an order, in case the scholarship is awarded these medicos should work in rural areas atleast for 3 years. This will prove that the government scholarships are spent for the benefit of the people
