[HumJanenge] Re: Info on cars registerd in the MV dept in 2009

Registration is a mandatory requirement so that the STA/RTO
can identify the owner of the vehicles for prosecutions and compliance
with the provisios of the MV Act.

Unlike the case of permits and licences, registration pertains to the
vehicle
and not to the individual. Ownership of the vehicle is independent of
registration and flows from contractual elements between the buyer
and seller. Non-registration does not take away ownership / liability.
For example I can purchase a car, not get it registered and lock it up
never to drive it on the roads. I would continue to be the owner since
I
have fulfilled the contractual elements and paid the consideration.

In any case, and as I have said previously, permits, licences and
registrations are defined in the parent MV Act. The first 2 need
to be disclosed u/s 4, the third does not.
