Dear  friends

Please  find attached  herewith circular   dated 16.11.2010 issued by Director General of  Police, Orissa  declaring  all  Police Districts, Estts. Including  Police stations  as Public Authorities  and designating PIOs, APIOs and  1st Appellate Authority  in all offices  to  comply  the Right  to Information Act.  The said circular  has been  produced   and filed by DG of Police as an affidavit  before Hon'ble High Court  while   complying  to a PIL case  filed by Sri Nimananda Biswal, RTI Applicant  of Jagatsingh Pur  whose RTI Application was  rejected by local police station on the ground that there is no PIO  in the police station in 2007. He filed complaint case  in the office of Orissa Information Commission. The case was heard by Mr. D.N.Padhi,  the then Chief Information Commissioner  who disposed the case without providing  the information to the complainant.  However the said circular has instructed the concerned office  to designate PIO and APIO in the local Police stations   in order to   comply the Act.

 

I request all of you  to disseminate the circular among all section of the people  and experience  whether  system was developed  to  complying the Act as per instruction from DG, Police through  submitting  RTI application   in these Police stations.
