Mr. Pai, u r right.  If is the IC who is unaware of the provision of section 18, a complaint is filed and there is no time limit for the same. This is only to put limitation to the fact that the complaint is never time barred under section 18 of the RTI Act.

Give below about half a dozen orders dated 12th August, 2011 issued by IC SS.

Except for the name of applicant & respondent, besides date of RTI Application etc. the entire orders are all in verbatim & identical in nature. A copy & paste job. Even the over lapping underline in para 2(i) as well as a few other mistakes are in common in all these orders.

For the best part, para 5 of the order concludes with the following lines "he is at liberty to file a second appeal afresh before the Commission, under section 19(3), along with appeal u/s 18, if any, within the prescribed time limit".

A second appeal is allowed u/s 19 what does Section 18 have to do with it. Besides there is no prescribed time limit for Section 18.

Could somebody please explain?
