Dear sarabjit,

it has been since long i have been following the bulletins. thought
should give some view points- of mine.

Media with hooh-hah reported that our Defence Minister is directing
COAS to speed up the eqpt purchases. will somebody tell him- who is
withholding all the eqpt trial reports and recommendations?

is it the army who places the purchase orders or is it the babus?
why MOD cannot release a white paper on the pending procurement files
status with clear cut areas of delay & person/ s who caused it?
also what are the effects of not having the same- for the services??

why & how Gorbachev procurement -so delayed would help the services
when the eqpt would be literally useless in the present environment.

why eqpt trail / technical assessment reports go missing?
what are the methods these are tracked? is there an identifiable
trail of these available?

who is DRDO Head to tell of the Performance of the Tatra?
ask for trail reports to be published to back his claim or ask under
RTI for report to be placed in public forum

why do we take an ex-babu shooting off his mouth to send COAS on
forced leave? ( this exactly is the problem- the babus think their
opinions are ultimate- and treat the Services as doormat- compared to
Old cabinet secretaties who treated services as a respected one)
why our own earlier / present / future COAS does not call a spade a
spade- and take the nation to confidence- by releasing the pending
status report on procurements- and the effect on the poor serviceman?

why not send a confidential consolidated report on deficiencies in men
& eqpt existing to MOD and let them have confidential discussion?
why DRDO who has a BIG budget & produces worthless end products after
decades of so called research?
( it is not what we did- but what we didi not that counts)

why the so called babus / scientists are not attached to our field
sections and spend a tenure at all the fields- than sitting in comfort
of the ac room and dictate?
has any one including Judiciary thought that giving permanent
commission to ladies does create SERIOUS cascading problems- that MS
would generally post them to peace / soft fields seriously affecting
the peace rotational tenure for all those without GOD FATHERS?
we have become toothless

let MOD / our MS address the motivation level of a soldier in 1970's
and now and publish the reports generated and place it in parliment-
let us see what solutions the big mouths have?
the problem with Services at many times are- we never unite under any
circumstance- like the babus & politicians when their survival is at
stake- and leave the couragious ones to the wolves.
Let our COAS who started the expose- atleast release more sordid going
on in the MOD- now that they have demolished his Honour and there is
nothing to loose- than the remaining honour- atleast the Services may
remeber him as one who went down fighting!!
why our own services donot enquire internally on various DGs from
time to time to find any malpractices and met out exemploray
punishments?

think we have lost out again to the babus- the system is thick skinned
and we cannot keep etrnally banging on closed doors- take the OROP
case itself- Govt has the power to file case after case , petition
after petition- grind down to rubble- and bring to Nought the
services- (Judiciary also toes the line and is a part of it(see the
judgements and its implementations- hurried when they want it and
slow when they only want to show )

the MS also should periodically publish OAP levels existing 3-4
decades back and as on date- that should seal the critics mouth once
and for all.a great work being done by you & various team members- but
the moot point is - are we arriving some where?
