[HumJanenge] Alert Citizen exposes ISD calls racket by RIL - CIC decisions reg

Here is a decision, which should have made it to the Fourth Estate. Shows how the DoT turned a Nelson's eye to a complain filed by a citizen of our country. A quick look at this decision tells all.

"He produces before the Commission call data records of ISD calls of RIL which shows that ISD calls were made by RIL from Allahabad but the inquiry conducted by DoT has not look into this allegation specifically. He also disputes the conclusion arrived at by DoT that no ISD calls were made by RIL from Allahabad from June 2003 to February, 2004."

"RIL fraudulently converted the STD calls into local calls and thereby caused a lot of revenue loss to DoT. He produces certain documents before the Commission which are handed over to Sr DDG 'dasti' for appropriate action."

While taking cognizance to the allegations made by the applicant Azham Siddiqui of Patna - "The allegations made by the appellant are serious in nature and reflect on the integrity of the inquiry conducted by DoT. We, however, are not in a position to determine this issue one way or the other. It is a vigilance matter and needs to be further processed by the Vigilance Department of BSNL." I fail to understand why IC ML Sharma failed to use his powers Under Section 18?
