You are correct that a demonetisation exercise will send out a
powerful message against black money. I clearly remember that the last
time this was done about 35 years back (1978) all the trader / neta
classes were queuing up outside the RBI to get their Rs. 100 notes
changed and since there was a limit on how many notes they could
exchange, they had hired all the unemployed 'be-naamis' to join the
queue. My school-bus used to pass outside RBI HQ in Bombay in those
days, and for that week we were always late for school and I recall
those queues vividly..

However, your scheme is impractical, simplistic and needs improvements
after wider consultation. We must also consider that there are
powerful vested interests (holding vast amounts of black money) who
are publicly proposing and publicising schemes such as what you
propose and which everybody knows is impractical and unworkable. Many
innocent people have swallowed their bait.

I would therefore request you to kindly prepare (WITHIN 3 DAYS) a
detailed concept note which can be initially discussed on this list.
After that we shall form a special committee to draft (WITHIN 1 WEEK)
the proposal which shall be amended / voted on by the general body
(this mailing list) and forwarded to the Government to take necessary
action. The same should be be filed within 2 weeks.

Everything shall be discussed, drafted and filed in a transparent manner.
