I fully endorse and echo the sentiments expressed by Prof Rao. I am sure a lot of people would echo similar sentiments of wanting to "lock up the cat and throw away the key".  There has to be a way and it has to be found before the way finds itself as it generally has always happened sooner or later involving considerable hardship and bloodshed.  I am sure some discussion on these lines would throw light on the actions that can be taken
