 Were your documents Original?What I see is, the Public Authority should file FIR with the local police station. With the copy of FIR you can apply for duplicate documents.

Respected Members,   If we submit any documents alongwith our application at any state or central govt office and after acknowledging the same, if they deny (after some time) that they have not received documents attached, when we ask progress (RTI) on that then what to do?
