Mr Moorthi is right in saying- Go for second appeal.
Oftenly FAA does nothing as they are seniors of PIOs, both within same department. Many times when PIO gives any reply under RTI, it is in consultation with his senior i.e.FAA.
What ever you get, you will get it in IInd Appeal. So better go for that.

FAA must be a Senior officer to the PIO. It is in designation. In the instant case PIO is changed as well as FAA. Even some times PIO may get promotion and may act as FAA too.
He can endorse the PIO's version. Better go for Second Appeal.
