The aberration of PIO and AA being the same Executive / Person has come because of a recent change done by BMC Head Office in making some Officials AA who were earlier PIO. After this change made by BMC, he is technically AA in your case. You can, however, give a letter saying that since Appeal was against the Order of the very person who was PIO in your case matter, he should not take your hearing as no person can sit on judgement over his action(s). You can say that in the interest of principal of natural justice
your appeal hearing should be taken by some other AA.
