Seven reasons why Modi should stop salary hikes for MPs

 

Large scale public dissatisfaction

 

The behaviour of MPs inside Parliament resulting in repeated disruption of proceedings have lowered the image of MPs amongst the people. Considering the poor standards maintained by them in the Parliament, people think they do not deserve any hike in salary and perks. Such public perception can be readily seen in social media and in several national surveys in recent times. Modi government should necessarily understand the public mood and avoid taking unpopular decision to hike the income of MPs. If Modi govt. would permit such hike, people's unhappiness  would become as much with Modi govt as with MPs.

MPs are not salaried class

MPs enter Parliament with the avowed objective of serving society. While MPs do need sort of remuneration and other benefits to enable them to discharge their duties, it is ridiculous to hike the salary for MPs at regular intervals just like raising the salary for wage earners in commercial establishments. MPs are deemed to be a class different from that of employees and the remuneration provided to them must necessarily take into consideration the fact that 30% of national population still live below poverty line, not knowing where their next meal would come from. MPs should not forget the fact that they have a primary responsibility to alleviate the problems of poor people and keep their sentiments in view in all their actions.
What basis salary hike ?

Apart from the fact that considering the performance of MPs  they may not deserve remuneration hike, it is not clear about the basis for frequent increase in remuneration and perks. Normally, salary hike is given to the employees by any organisation based on fund availability, profitability, performance criteria and inflationary trends. There is no yardstick to measure MPs performance while frequently providing them higher remuneration and perks. Instead of evaluation by independent body, MPs just vote themselves increased income, which is an unjustifiable practice.
Rewards and no punishments

It is well known that several of MPs face murder, corruption and other criminal charges. Many of them have declared wealth which run into several crores of rupees. They are known to spend several crores of rupees for their election campaign and also pay to their party for getting nomination. Obviously, most of the MPs are not impoverished lot unlike the politicians of yester years such as Gulzarilal Nanda, Kamaraj and Lal Bahadur Shastri. Many MPs just sign and go away  everyday and MPs like Tendulkar and Rekha rarely attend Parliament. Why reward them instead of punishing them for their behaviour ?
Setting bad example to the countrymen

When the government employees demand more wages,  go on strike in favour of such demands, the government often pleads its lack of resources. Govt also tells such govt employees that govt funds are needed for development projects to provide relief to the poor and downtrodden and promote economic and social development. When in such circumstances, MPs frequently raise their remuneration and govt is a party to this, the govt loses the credibility to insist that its employees should be concerned about the overall economy of the country while demanding wage rise, particularly when such stipulations are not thought about when revising the remuneration to MPs.
Put restrictions on business activities of MPs

Several MPs are known to be involved in profit oriented business enterprises in direct or indirect way. If income hike has to be provided to MPs, then relate them to their other sources of income so that the govt does not spend people's money to pay the MPs who can do as well without such income. Certainly, many of these people would like to continue to remain as MPs even if they would not be paid at all, since they have several ingenious ways of making money.  
Let not Modi ignore public mood

The recent decision to stop subsidy in Parliament canteen has received huge welcome in the country. While this would not be big expense for the govt., still this decision reflects the sentiments of what people think. If Modi govt. would choose to ignore the public mood and agree to hike the salary and perks for MPs, it would be squarely blamed for taking this unpopular decision and will pay a price.

Faujis have been made second class citizen by taking away their Rights as available to a Citizen of India. 
 Faujis are on duty 24x7 but are paid for 8x365 by equating with civilians and much less allowances perks then their so called equivalent babus. 

In India Faujis being treated as Slaves.

Respected Friends at IAC,
                       To say the least, we seem to be running a democracy very loosely.
The most tragic and an unbelievable part, that clearly shows up is, to what end ? !   
The MPs' productivity, per session wise or annually shoots "way up", on a "tarazoo"
-- very light, empty, compared to the salaries/allowances and other goodies, apart
from the pension, health care, travel, etc. -- yet they all appear to be dis-satisfied !
How many of them have cases hanging a-fire on account of criminality or other such
illegal acts ?

Its great to have gained freedom, under the leadership of a Gandhi ji or a Vinobha, 
regardless of the progress we may have made, it is sad and tragic that a different 
kind of "values" and materialism has taken over. with a laid back approach with no
productivity. Compared to those who fight for us at the borders or against the ravages  
of Nature or man-made disasters, the contribution of our law makers or the bureaucracy, 
on one hand remains very low, and on the other hand they keep looking to grab more !   

This so-called freedom and democracy, loaded with corruption, is NOT really worth what   
we will bequeath our children and society.  Low nutrition, sordid sanitation, pollution, foul  
air, low gender issues, massive inflation, non-existent health care except for the rich, very
low education standards for the poor, tribals, the minorities and caste-riddled society --
neither the parliamentarians or the legislative authorities and the babu-giri is likely to 
deliver. It all appears beyond their ability to implement the reforms our India needs, starting 
with the Police, et al. Are we giving up...i do not have an answer being 82 now. 
Hope, hard work & optimistic approach does deliver. 
Where is it currently now, does anyone know ? 
Best wishes for 2016 with the hope that we repent, change and do better...

Till now the country has been ruled by the bureaucrats, our servants, who have a duty to serve us, not rule. In Delhi, for the first time in any state of India, a party has come to power that does not want to continue  servants as rulers of this country. There can not be a greater delight to see how the defacto rulers i.e bureaucrats were shown their true place in the establishment. Locking the bureaucrats room was the first step in this direction. We wish and hope the bureaucracy is taught continually like this that they are servants of public. The rulers have a right to close their offices, and suspend and  terminate them. 

I have heard BJP guys saying often, " do not take pangas with bureaucracy." I particularly tasted this approach of BJP when we exposed and sought action in a corruption case involving EDMC Commissioner, two  years back.  A party with such principles can never fight corruption. 

Where servants are masters, do not expect much good.

In my assessment, it is the BJP that is childish .... a spoilt brat. It has unnecessarily given an opening to the defunct Congress by its arrogance in parliment. It has tied up with PDF in JK. Its FM continues to raise taxes and cause inflation on the one hand, and wants RBI to cut rates on the other ! It unnecessarily delayed Delhi elections, which cost it a lot. It transferred honest Vigilance Officer of AIIMS, and refused to allot him to Delhi govt. Now it is childishly playing games in Delhi via Jung. Does it not remind one of Congress and Indira Gandhi / MM Singh ? It is time BJP realised that it should work as co-operator, not adversary, in the interest of the nation.

Nobody is shocked at the wickedness
of the Centre which is egging the LG to create
hurdles in the functioning of the elected government. All
the top lawyers have
given their opinion on how LG is at fault. People remain

that a senior officer of Delhi government was
locked out of his room in secretariat. Nobody would believe
if Mr. Kejriwal,

If Mr. Kejriwal

In the past, his
quixotic behaviour  like cutting the power connection

sitting on the road
gave him lot of media attention. Perhaps, he believes that
only such behaviour
will be liked by the people of Delhi  and
as usual media will give him lot of space and therefore, he
continues to
exhibit such eccentricities. Are Delhi citizens as naïve as
he thinks ?

[IAC#RG] MASUM is under systematic attack by the state, please help.

Dear Friend


We, the members of Banglar Manabadhikar Suraksha Mancha (MASUM) are a platform of human rights activists working for the promotion and protection of human rights guaranteed under national and international law. MASUM has been actively working in different districts in West Bengal particularly in Murshidabad, North 24 Parganas, Cooch Behar, Jalpaiguri districts. We conduct regular facts findings in the incidents of human rights violations particularly torture perpetrated by state agencies. We also provide medical, legal and psychological support to the victims subjected to human rights violations. MASUM so far conducted more than 3000 fact findings, lodged 3200 complaints before the HRIs / government offices / UN bodies; provided 8500 numbers of medical / psychological supports to the victims / victim families of torture / extra judicial executions / trafficking. In 18 cases compensation has been awarded to the victims of torture where MASUM filed complaints. MASUM are also working with enclave dwellers and filed a writ petition before the Supreme Court of India bringing the empathic situation of the enclave dwellers. MASUM also filed a writ petition before the Supreme Court of India in the matter of torture, extra-judicial killing by Border Security Force. MASUM also took the fight for justice for Felani Khatun, a minor Bangladeshi girl who was killed by Border Security Force by filing petition before the Supreme Court of India. MASUM has been providing legal assistance to the victims of torture who filed court complaints against the perpetrators in uniform. MASUM also took up the livelihood issue of the vast number of people living near Indo-Bangladesh border in Murshidabad district, affected by erosion of river Padma. All those could not be possible without the assistance of our members, our District Human Rights Monitors. But for our works we are under continuous threats from the state agencies. 


For organizing Peoples' Tribunal in the year 2008 in Kolkata, members of MASUM had been implicated in a criminal case by Kolkata Police which is still pending. MASUM office was raided by police and Mr. Kirity Roy was arrested. The FCRA application filed by MASUM has been denied by the Government of India; but the action of the Ministry of Home Affairs of Government of India is under challenge before High Court of Delhi.  Our District Human Rights Monitors (DHRM) are under continuous threats from the state agencies. Our ex-DHRM Mr. Gopen Chandra Sharma and Mr. Julfikar Ali in Murshidabad district were implicated in several criminal cases. Our present District Human Rights Monitor in Murshidabad district Mr. Ajimuddin Sarkar has been implicated in several false and concocted criminal charges by Murshidabad district police. He was behind the bars for 70 days in this year. He was particularly targeted by Mr. Biplab Karmakar being the Officer-in-Charge of Islampur Police Station as a widowed lady Ms. Reba Bewa moved before the High Court in the matter of custodial death of her husband at Raninagar Police Station.  Mr. Biplab Karmakar was the then Officer-in-Charge of Raninagar Police Station when the custodial death took place. MASUM and Mr. Ajimuddin Sarkar have been helping the lady to fight the legal battle in court. in the month of September, 2015, Mr. Ajimuddin Sarkar was implicated in two criminal cases by Islampur Police Station in the captaincy of Mr. Biplab Karmakar. Mr. Kirity Roy is co-accused of two criminal cases initiated by the police in Murshidabad district. It seems that the police and administration in Murshidabad district lost their sleep to gauge our activity in the said district.  Our District Human Rights Monitors in other districts are also facing the wrath of the state agencies. Mr. Mohar Ali Mondal, our District Human Rights Monitor in district-North 24 Parganas was detained in Swarupnagar Police Station in the month of July, 2014 without any lawful reason. On 22.2.2015 Mr. Ajijul Haque, our District Human Rights Monitor in Cooch Behar district was physically assaulted and humiliated by goons in front of police at New Cooch Behar Rail Station, he was detained in Kotwali police station without any reason. He has been facing regular threats from different sections including police for work with the enclave dwellers. Mr. Durbadal Majumdar, our District Human Rights Monitor in Jalpaiguri district was also detained in New Jalpaiguri Police Out Post from 3.30 pm on 6/08/2015 to 10.30 am on 7/08/2015 without any lawful reason.


We, members of MASUM are not safe; we are under constant threats from the state agencies. The above is only a glimpse of the situation we are under. We need strong supports from all corners of the society so that we can carry out our works in the field of human rights activity.
