SUB : COMPLAINT # 2- Selling of IIT seats under Vyapam model

Further to my email of yesterday and referring to your RTI appellate order dated 14.12.2018 to my appeal. I am still to receive any reply from NTA for my long overdue RTI request.

I am highly aggrieved that despite being a public servant and member of Governing body of so-called NATIONAL TESTING AGENCY (NTA) and having personally issued an ORDER dated 5.September.2018 titled as "Creation of National Testing Agency (NTA) for conducting entrance exams for higher educational institutions" you deliberately did not provide me any information under RTI from the records of your own section concerning how, why or when this National testing Agency (NTA) was created or how exactly Shri Vineet Joshi, IAS was selected to head it as Director General.

From your own order (which some helpful private soul has sent me today), it is clear that this so-called NTA is a Cabinet routed fraud on the citizenry which has no statutory backing at the present time and is being financed under the same fraudulent "Money Bill" mechanism used for imposing Aadhar to avoid any parliamentary debate and discussion. It is also very unclear now after the Hon'ble Supreme Court has rejected usage and storage of biometric data without statutory basis how the NTA plans to impose collection and storage of biometric data of examinees by the private vendors. It is trite to say that AADHAR based biometric data collection / authentication was an integral security feature of NTA to prevent the kind of impersonations taking place under the VYAPAM model. 

I am therefore again calling upon you as a member of NTA's Governing body to ensure that there is no possibility for rigging of the IIT JEE Mains online exams and that the NTA is fully RTI compliant well before any exams are conducted by it so that concerned expert citizens likely myself can satisfy ourselves under statutory process that there is no hanky panky possible in these exams.
