[IAC#RG] Chattisgarh for President's Rule? Why not Assam,West Bengal?

Dear Friends,

This is in reference to your earlier discussion on President's rule in Chhatisgarh after the act of Naxals.  But to bring it in your notice that much much bigger incidents had taken place last year in Assam when 2 Lakh original Indians were displaced by Infiltrated Bangladeshis. Many dead and badly injured. Houses burnt and families looted. You can in fact see authentic videos by news channels on Youtube showing that infiltrators had put Bangladeshi flags on top of their houses.

There was a full day debate on 8 Aug 2012 in Loksabha on this infiltration issue. Assam MP Shri Vijaya Chakravarty even said that Police on Border has not been given metal bullets and they have been instructed to use plastic bullets with instruction that infiltrators should not die. Any body can verify this from Loksabha website by downloading uncorrected debate of 8 Aug 2012 and seeing its page no 87.

Bangladeshi Flag being put on top of houses on Indian soil in Assam!!. Assam is the biggest candidate for President's rule.

Another incident took place recently in West Bengal in 24 Pargana when more than 200 houses of Hindus were burnt, number of temples vandalized, families looted and many dead. This was Muslim Fundamentalist's reaction after Prosecution of some Islamic leaders in Bangladesh. Is this rule of law? Nothing had happened after that. Its only because life of a common man is not important. Why not President's rule in West Bengal as well?

Such massacres have taken place in the past too. And no one has learnt any lessons from them so that the casualty could be reduced. It is the training of the security personnel that appears to b e lacking. Army can weed out this in a week or two but must not be employed against our own people. These people are dissatisfied by the administration so is the dissatisfaction and rancour.. No sincere efforts are ever made to assuage their feelings with their participation. Now the situation is like two enemy camps operating against each other, so such massacres take place. Of course a very meticulous training in combating this can easily be devised if there is a will power to do it.

आदिवासियों के संसाधनों पर पैसे वाली कंपनियों के कब्जा कर लेने और आदिवासियों को उनके अपने ही घर से भगा देने का मुद्दा इस देश के लिये कोई बड़ी समस्या नहीं बन पा रहा है 

यह बात सच है कि हम तभी चेतते हैं जब समाज में किसी मुद्दे पर कहीं हिंसा होती है . विनोबा का भूदान आन्दोलन भी भूमि को लेकर फैले हुए अन्याय और उससे उत्पन्न होने वाली हिंसा में से ही  निकला था .

अभी आदिवासी इलाकों में अमीर कंपनियों के लोभ के लिये करोड़ों आदिवासियों के जीवन , आजीविका और सम्मान पर हमला जारी है , 

भारत को एक राष्ट्र के रूप में सोचना पड़ेगा कि यह देश अपने मूल निवासियों के साथ क्या सुलूक करेगा ?

क्या हम आदिवासियों की ज़मीनों पर पुलिस की बंदूकों के दम पर कब्ज़ा जायज़ मानते हैं ? क्या हम मानते हैं कि आदिवासियों की बस्तियों में आग लगा कर उन्हें उनके गाँव से भगा कर उनकी ज़मीनों पर कब्ज़ा करने के बाद हम इस देश में शांति ला सकते हैं ?

एक बार हमें अगर अपने ही देशवासियों के साथ अन्याय करने की आदत पड़ गई तो क्या यह आदत हमें किस किस के साथ अन्याय करने का नहीं खोल देगी ?

आज हम आदिवासी पर हमला करेंगे ,फिर हम दलितों को मारेंगे, फिर हम गाँव वालों को मारेंगे . और एक दिन हम चारों तरफ से दुश्मनों से अपने ही बनाये गये दुश्मनों से घिर जायेंगे . 

इसलिये आज ही हमें आदिवासियों के साथ हमारे सुलूक की समीक्षा करनी चाहिये .

मेरी विनम्र कोशिश है कि इसी मौके को हम आदिवासियों के साथ इस देश को कैसा सुलूक करना चाहिये इस मुद्दे पर सोचने के रूप में सदुपयोग करें .

इस मुद्दे पर आत्म चिंतन करने के लिये मैं एक जून से जंतर मंतर पर एक उपवास शुरू करने का प्रस्ताव करता हूं

इस दौरान सामान मन के साथी अपने अपने क्षेत्र में इस विषय में कार्यक्रम और चर्चा करेगे तो हम देश भर में न्याय के पक्ष में और अन्याय के विपक्ष में एक माहौल तैयार कर पायेंगे .

आपके सुझाव का स्वागत है .

I am attaching a research document on the subject, how to select the best public supported candidate in election process. There are various ways to do it. One of them is Approval Voting System. Time has come that we introduce a new thinking on how to select a representative out of many candidates. In a democracy people must be given sovereign and wider powers to select a candidates. The current process is introduced by British rulers whose motto was to divide and rule. Currently a candidate manages to get himself elected by dividing opposition votes and feeding to his own vote-bank. People have to understand this problem. The answer could be a Run off Election between two best voted candidates, and whoever secures more than half (50%) votes is winner. But here we have to bear the cost of two times election process, it is a drawback for our country.

I will talk about one time election process and people to select the best of the candidates. Here we allow voter (people) to vote for multiple candidates to as many as he or she likes (No limitation of single voting). Every candidate so voted gets one vote each. In this way the whole constituency rates good candidates from the list of all the contestants in the election. The candidate who gets maximum votes (majority public support) wins the election, as he or she is the best rated or selected candidate out of all. It is so simple and without the fear of vote divisions among multiple candidates. In this election process, the only hardship will be for election commission to count more number of votes.

This will have multiple benefits. Divisive campaigning will become a thing of past as a candidate will have to work for entire section of society rather than his vote bank. Secondly if people see more options to choose from and meaningful electoral process, they will turnout in large numbers to vote. It will strengthen the democracy and also unite the population.

The other suggestions as right to reject, right to recall, control of muscle power and state funding of election are also very important suggestions and must be adopted in our framework. after all, all the money spent in election, white or black, it is public money. So why not state funding of election.

 . In order to Inclusively  Develop Economically , India needs  Mental Resources , Material resources and the WILL  to Progress. While we  have the First Two , but NOT  the Third in Reality  . We have the Wish to Progress ;  but we have yet to Develop the WILL at the Helm of Leadership  to progress  through  Determined Actions .However , there seems to be some Glimpse of  Evolutionary  Stocktaking , currently  going on  amongst  the pubic , which will hopefully  lead us to the desired  CHANGE in ATTITUDES .  To note , a Bad Government is the Inevitable Consequence of an Indifferent  Electorate and  it's Vague Level of  Awareness .
It is also  a Vicious Circle wherein , the Men / Women of Talent and Integrity will NOT Enter Public Life because of the Existing  Filth and the Stench; and yet Public Life cannot be Cleansed unless Men and Women of Talent and Integrity enter it and Assume their Social  Responibilities .
Nevertheless , I have great hopes in our Young Men and Women of Talent once they are Awakened to Combine their Energies  . The National Conscience will  Continuously  be Aroused till it  Reaches  such a Degree that it will Cease to Tolerate any further   Falsehood and Dishonesty in Public Life . Standards of Ethics and Decency in Public Life are less Easy to Enforce by Law than by Public Opinion . What our country today badly needs , and sadly lacks, is not  Political  Leadership but  Moral  Leadership, which can Inspire and  Lead to a Renaissance of the True Indian Culture .
The Bleak Socio-political Environment, as it exists today however , need  Not  make us Unduly Despondent . India has the Traditional  Gift of Producing Great Souls / Leaders  in the Darkest Hour . With Deep Seated Faith , I have to confess that when the HOUR STRIKES  , the Situation will CHANGE  like  Volcanic Action and the appropriate Leadership will be found on the Horizon to get us out of the present  QUAGMIRE . Hopefully , by then we will also see surfacing of the Collective Wisdom / Experience  of the Elders duly  integrated with  the  Energy of the Youth .
AS WE LIVE IN THE  UNCERTAIN  AND YET VERY   INTERESTING TIMES TODAY , THE DESIRED CHANGES ARE  SEEMINGLY  IN THE PIPE LINE TO BE SEEN IN THE NEAR FUTURE   AHEAD . WHILE WE   WAIT IN HOPE FOR THE GREAT  FUTURE TO ARRIVE SOON BUT WITHOUT ANY FORTHRIGHT CONSIDERATION / ACTION , IT MAY BE DELAYED BEYOND REDEMPTION ! Therefore , it is time for the real India to stand up and it is time that the Ex servicemen stood up as a collective  force to demand the Electoral  Reforms without any partisanship for or against any POLITICAL  PARTY .

May . Out of 14 candidates  sponsored  5  attained the desired success at the polls and got elected and 3 made tremendous impact and got the taste of it  , which will undoubtedly ,open up further options in the oncomming Elections due  in other States and later for the Lok Sabha as well .
 I also have the  pleasure in sharing a self explanatory  document describing the need for Electoral Reforms , which to our mind , are the Fundamental Reforms . We will have to mobilise the YOUTH  ENERGY  to demand this , without which , it will NOT happen and we will remain where  we are today or become even worse .

 The attachment is a self explanatory  document written by Mr P P Rao , Eminent  Senior Advocate Supreme Court and one of the REVERED  EXPERTS  on  the Constitution Law . This document  is well  worth reading and sharing with your friends / associates , the  family and also  the GROUPS OF  YOUTH , wherever you may  access  them in your circle , so as to Enlighten and Awaken  them  for  their Honest Focus on what our specific Hopes and  Demands should be about the "  FUNDAMENTAL   REFORMS " in our NATIONAL AND THEIR  OWN  PUBLIC  INTEREST  . I wish the present  Activists and the Speakers  comming regularly  on the Prime Time  Television Programs  every day , instead of just  Preaching / Denigrading the Political Leaders and / or the  Parties  and highlighting ONLY the  prevailing  problems without proposing any  Viable and / or Available  Solutions / Options   , should concentrate more  to Educate and Energise  the Youth about the Various  Issues of Priority  Concern such as  the  Uninspiring , Untrustworthy and Self-Seeking   Political Leadership , Divisive Politics , Incapacity of Governance which is NEITHER being able to Formulate Policies  NOR  is  it being able to  Handle the Huge , Costly and  Ineffective   Administrative  Machinery  in  it's Delivery of Services to the Public , thereby , Remaining  Unable  to Fulfill it's Responsibilities to Serve Our National Security and Public  Interests .
 . In order to Inclusively  Develop Economically , India needs  Mental Resources , Material resources and the WILL  to Progress. While we  have the First Two , but NOT  the Third in Reality  . We have the Wish to Progress ;  but we have yet to Develop the WILL at the Helm of Leadership  to progress  through  Determined Actions .However , there seems to be some Glimpse of  Evolutionary  Stocktaking , currently  going on  amongst  the pubic , which will hopefully  lead us to the desired  CHANGE in ATTITUDES .  To note , a Bad Government is the Inevitable Consequence of an Indifferent  Electorate and  it's Vague Level of  Awareness .
It is also  a Vicious Circle wherein , the Men / Women of Talent and Integrity will NOT Enter Public Life because of the Existing  Filth and the Stench; and yet Public Life cannot be Cleansed unless Men and Women of Talent and Integrity enter it and Assume their Social  Responibilities .
Nevertheless , I have great hopes in our Young Men and Women of Talent once they are Awakened to Combine their Energies  . The National Conscience will  Continuously  be Aroused till it  Reaches  such a Degree that it will Cease to Tolerate any further   Falsehood and Dishonesty in Public Life . Standards of Ethics and Decency in Public Life are less Easy to Enforce by Law than by Public Opinion . What our country today badly needs , and sadly lacks, is not  Political  Leadership but  Moral  Leadership, which can Inspire and  Lead to a Renaissance of the True Indian Culture .
The Bleak Socio-political Environment, as it exists today however , need  Not  make us Unduly Despondent . India has the Traditional  Gift of Producing Great Souls / Leaders  in the Darkest Hour . With Deep Seated Faith , I have to confess that when the HOUR STRIKES  , the Situation will CHANGE  like  Volcanic Action and the appropriate Leadership will be found on the Horizon to get us out of the present  QUAGMIRE . Hopefully , by then we will also see surfacing of the Collective Wisdom / Experience  of the Elders duly  integrated with  the  Energy of the Youth .
AS WE LIVE IN THE  UNCERTAIN  AND YET VERY   INTERESTING TIMES TODAY , THE DESIRED CHANGES ARE  SEEMINGLY  IN THE PIPE LINE TO BE SEEN IN THE NEAR FUTURE   AHEAD . WHILE WE   WAIT IN HOPE FOR THE GREAT  FUTURE TO ARRIVE SOON BUT WITHOUT ANY FORTHRIGHT CONSIDERATION / ACTION , IT MAY BE DELAYED BEYOND REDEMPTION ! Therefore , it is time for the real India to stand up and it is time that the Ex servicemen stood up as a collective  force to demand the Electoral  Reforms without any partisanship for or against any POLITICAL  PARTY .

To my simple mind, legalizing a certain percentage of what we call Corruption should be legalized. This should be based on the amount of Tax being paid by that individual/ Company. If found that that limit is exceeded then heavy penalty needs to be levied. The culture of bribery comes in religion as well. We promise to God, whoever He may be Krishna, Christ, Mohammad, etc. that if my dire need (whatever relevant that need be) is met I would donate a golden chain, I would feed a 1000 hungry people, I would do penance and so on.
On the basis of  the above, if its already a part of our everyday life then lets accept this fact. Its not that only India and Eastern countries are corrupt. It does exist in the so called developed world as well. Only the quantum and spread is comparatively minimal, because of fear of law.

There was a country called Bharat aka Hindustan which became Islamic Bharat first and then turned 
into British India. Our so called patriots & leaders have turned India into a country like France where 
muslims first begged to enter and now they are demanding French to leave. Hindus have never learnt 
from the history and probably will have to leave Bharat like French and other Europeans.

Thank you sir. I appreciate your response. A democracy must provide rights to all citizens irrrespective of caste, class or religion. Unfortunately that does not happen in our country.
