Am not suggesting reforms for the next elections in 2014. My target is 2019 by which time we should totally change our electoral system to a Proportionate Electoral System. 89 countries in the world have already shifted to it and only about 60 democracies (mostly former colonies of the British) are still holding on to our type of FPTP system. FPTP is designed for two party democracies. When it is applied to a multicultural and multiparty country like India, it leads to absolute dominance of some very powerful families, dynasties or parties controlled by a few. It leads to unlimited levels of corruption and violence. PR system countries on the other had have no police on polling days and much less corruption not only at the time of elections but also at other times of governance. 

The Campaign for Electoral Reforms in India (CERI) has already moved many things in this direction including mentions in the Parliament and the Election Commission setting up a special committee to look into the possibility of ushering in PR system in the country. This campaign is based on substantial researches in many countries and top guys on electoral systems preparing an India specific PR system.

Do theese EVMs self or auto function under the soloar energy where no central grid system is linked or heavy load shedding like in rural parts of the country? If solar is used then it can be used in Nepal's upcoming election too .

I am attaching a research document on the subject, how to select the best public supported candidate in election process. There are various ways to do it. One of them is Approval Voting System. Time has come that we introduce a new thinking on how to select a representative out of many candidates. In a democracy people must be given sovereign and wider powers to select a candidates. The current process is introduced by British rulers whose motto was to divide and rule. Currently a candidate manages to get himself elected by dividing opposition votes and feeding to his own vote-bank. People have to understand this problem. The answer could be a Run off Election between two best voted candidates, and whoever secures more than half (50%) votes is winner. But here we have to bear the cost of two times election process, it is a drawback for our country.

I will talk about one time election process and people to select the best of the candidates. Here we allow voter (people) to vote for multiple candidates to as many as he or she likes (No limitation of single voting). Every candidate so voted gets one vote each. In this way the whole constituency rates good candidates from the list of all the contestants in the election. The candidate who gets maximum votes (majority public support) wins the election, as he or she is the best rated or selected candidate out of all. It is so simple and without the fear of vote divisions among multiple candidates. In this election process, the only hardship will be for election commission to count more number of votes.

This will have multiple benefits. Divisive campaigning will become a thing of past as a candidate will have to work for entire section of society rather than his vote bank. Secondly if people see more options to choose from and meaningful electoral process, they will turnout in large numbers to vote. It will strengthen the democracy and also unite the population.

The other suggestions as right to reject, right to recall, control of muscle power and state funding of election are also very important suggestions and must be adopted in our framework. after all, all the money spent in election, white or black, it is public money. So why not state funding of election.

This document  is well  worth reading and sharing with your friends / associates , the  family and also  the GROUPS OF  YOUTH , wherever you may  access  them in your circle , so as to Enlighten and Awaken  them  for  their Honest Focus on what our specific Hopes and  Demands should be about the "  FUNDAMENTAL   REFORMS " in our NATIONAL AND THEIR  OWN  PUBLIC  INTEREST  . I wish the present  Activists and the Speakers  comming regularly  on the Prime Time  Television Programs  every day , instead of just  Preaching / Denigrading the Political Leaders and / or the  Parties  and highlighting ONLY the  prevailing  problems without proposing any  Viable and / or Available  Solutions / Options   , should concentrate more  to Educate and Energise  the Youth about the Various  Issues of Priority  Concern such as  the  Uninspiring , Untrustworthy and Self-Seeking   Political Leadership , Divisive Politics , Incapacity of Governance which is NEITHER being able to Formulate Policies  NOR  is  it being able to  Handle the Huge , Costly and  Ineffective   Administrative  Machinery  in  it's Delivery of Services to the Public , thereby , Remaining  Unable  to Fulfill it's Responsibilities to Serve Our National Security and Public  Interests .
 . In order to Inclusively  Develop Economically , India needs  Mental Resources , Material resources and the WILL  to Progress. While we  have the First Two , but NOT  the Third in Reality  . We have the Wish to Progress ;  but we have yet to Develop the WILL at the Helm of Leadership  to progress  through  Determined Actions .However , there seems to be some Glimpse of  Evolutionary  Stocktaking , currently  going on  amongst  the pubic , which will hopefully  lead us to the desired  CHANGE in ATTITUDES .  To note , a Bad Government is the Inevitable Consequence of an Indifferent  Electorate and  it's Vague Level of  Awareness .
It is also  a Vicious Circle wherein , the Men / Women of Talent and Integrity will NOT Enter Public Life because of the Existing  Filth and the Stench; and yet Public Life cannot be Cleansed unless Men and Women of Talent and Integrity enter it and Assume their Social  Responibilities .
Nevertheless , I have great hopes in our Young Men and Women of Talent once they are Awakened to Combine their Energies  . The National Conscience will  Continuously  be Aroused till it  Reaches  such a Degree that it will Cease to Tolerate any further   Falsehood and Dishonesty in Public Life . Standards of Ethics and Decency in Public Life are less Easy to Enforce by Law than by Public Opinion . What our country today badly needs , and sadly lacks, is not  Political  Leadership but  Moral  Leadership, which can Inspire and  Lead to a Renaissance of the True Indian Culture .
The Bleak Socio-political Environment, as it exists today however , need  Not  make us Unduly Despondent . India has the Traditional  Gift of Producing Great Souls / Leaders  in the Darkest Hour . With Deep Seated Faith , I have to confess that when the HOUR STRIKES  , the Situation will CHANGE  like  Volcanic Action and the appropriate Leadership will be found on the Horizon to get us out of the present  QUAGMIRE . Hopefully , by then we will also see surfacing of the Collective Wisdom / Experience  of the Elders duly  integrated with  the  Energy of the Youth .
AS WE LIVE IN THE  UNCERTAIN  AND YET VERY   INTERESTING TIMES TODAY , THE DESIRED CHANGES ARE  SEEMINGLY  IN THE PIPE LINE TO BE SEEN IN THE NEAR FUTURE   AHEAD . WHILE WE   WAIT IN HOPE FOR THE GREAT  FUTURE TO ARRIVE SOON BUT WITHOUT ANY FORTHRIGHT CONSIDERATION / ACTION , IT MAY BE DELAYED BEYOND REDEMPTION ! Therefore , it is time for the real India to stand up and it is time that the Ex servicemen stood up as a collective  force to demand the Electoral  Reforms without any partisanship for or against any POLITICAL  PARTY .
